Requirements and responsibilities

Job Description

HSE Policy & Compliance: Implement HSE policies and advise and support stakeholders to ensure full compliance with applicable legal, regulatory, and company requirements, while maintaining a safe working environment for all employees.

Risk Assessment: Conduct comprehensive risk studies and assessments to identify workplace hazards and ensure appropriate control measures are implemented.

Incident Investigation: Lead and coordinate accident and incident investigations, determine root causes, and implement appropriate corrective and preventive measures.

Site Safety Inspections: Conduct daily site inspections, identify and intervene in unsafe acts and conditions, and ensure compliance with PPE requirements and established safety rules.

Toolbox Talks: Conduct and coordinate toolbox talks and ensure supervisors conduct appropriate safety briefings at the start of each shift or work activity.

HSE Documentation: Maintain and control all HSE-related records, documentation, and information to ensure accurate and timely flow of HSE information.

External Audits & Inspections: Coordinate with management during external HSE audits, inspections, and statutory compliance assessments.

Internal HSE Audits: Conduct internal HSE audits, evaluate the effectiveness of existing control measures, and recommend improvements where required.

Government & Regulatory Liaison: Coordinate with relevant government authorities and regulatory agencies for statutory audits, inspections, compliance requirements, and implementation of recommendations.

HSE Reporting: Prepare and submit periodic HSE reports to the HSE Manager, ensuring accuracy and compliance with legal and regulatory requirements.

HSE File Management: Maintain and regularly update the HSE file, ensuring that all certificates, permits, licenses, and statutory documents remain valid and up to date.

HSE Training & PTW: Develop and maintain the HSE training matrix and conduct in-house HSE training and awareness programs. Promote and implement safe systems of work, including the Permit to Work (PTW) system.

HSE Budget Management: Prepare and manage the HSE budget, including CAPEX, OPEX, emergency preparedness, safety equipment, and training requirements.

Emergency Preparedness: Develop and maintain emergency response plans, establish inspection schedules for critical safety equipment, and conduct post-drill reviews to identify improvements and enhance emergency response effectiveness.

Equipment Safety: Ensure that all procured equipment meets applicable HSE requirements and that necessary safety inspections are completed during installation, commissioning, and operation.

Environmental Management: Ensure compliance with environmental management requirements by monitoring waste disposal, emissions, effluents, and other environmental aspects of operations.

Occupational Health & Safety Committee: Coordinate and facilitate Occupational Health and Safety Committee activities, ensuring effective employee consultation and conducting quarterly meetings as required.

HSE Procedures & Management Reviews: Establish and periodically review HSE procedures, coordinate senior management HSE reviews, and provide recommendations for continual improvement.

Good Industry Practices: Implement applicable international good industry practices, standards, procedures, and HSE initiatives relevant to the organization's operations.

Occupational Health & Safety Advice: Advise management on specific health and safety concerns, particularly those that may pose risks to employees' health and wellbeing.

Principal HSE Advisor: Serve as the principal HSE advisor and point of contact for the Unit Head on all HSE-related matters.

Additional Responsibilities: Perform any other HSE-related duties and responsibilities as delegated by the Group HSE Manager or Management.
