About this role

Role overview

Purpose of the Position

The Procurement Officer/Engineer buys the products and services the company sources inside Tanzania, at the right price, quality and time. The role builds and manages the local supplier base, from electrical products such as cable and wire factories to switchgear, panel, lighting and accessories suppliers, so that every quotation rests on a firm local cost and every confirmed order is delivered on time. Success is measured by fast and complete cost comparisons, savings against the first quoted price, on-time deliveries and zero purchases without approval. The grade, Officer or Senior Officer, is set in the offer letter by experience.

e responsible for the following:

Local Sourcing and Supplier Base

  • Build and keep a register of qualified local suppliers and factories for every company product range, with at least three sources for each key range where the market allows.
  • Visit and assess new suppliers: capacity, quality, compliance with the required standards (TBS, IEC, BS), lead times and payment terms.
  • Keep supplier records in Zoho Books complete and current. Any change to a supplier's bank details is confirmed independently before it is used.

Quotation Support (to the Sales Team)

  • Obtain written local quotations for every enquiry the sales team cannot price from stock, within 2 working days of a complete enquiry.
  • Give the sales team a cost comparison showing price, lead time, warranty and payment terms, so every company quotation rests on a firm local cost.
  • Flag early any item that cannot be sourced locally, so it can be priced as an import with the Finance and Trade Operations Manager.

Purchasing and Delivery

  • Raise purchase orders in Zoho only after the approval required by the Delegation of Authority Matrix and never commit the company beyond the approved purchase order.
  • Negotiate price, delivery and payment terms with suppliers.
  • Follow up every open purchase order until delivery. Check goods on receipt against the purchase order and the specification and record the receipt in Zoho the same day.
  • Pass supplier invoices, delivery notes and EFD receipts to Finance for posting and payment.

Cost and Market Intelligence

  • Keep a local price list for the main product ranges, updated every month.
  • Report price movements that affect quotations, for example copper, steel and exchange rates, and the monthly savings against the first quoted price.

Controls and Ethics

  • Declare any relationship with a supplier under the Conflict-of-Interest Policy. Accept no gifts, commissions or payments from suppliers.
  • Keep a complete file for every purchase: quotations, comparison, approval, purchase order, delivery note and invoice.
  • Purchases from foreign suppliers stay with the Finance and Trade Operations Manager. Coordinate with that role whenever a local purchase is linked to an import.

General Duties (Applicable to All Employees)

  • Take care of, and use reasonably, the company's property under your custody.
  • Support fellow team members in their daily work when they need help.
  • Apply all skills, experience and effort to perform the role efficiently.
  • Undertake additional duties in the same field as reasonably required by the business.
  • Comply with all company policies, procedures and the Code of Conduct.
  • Keep company, customer and principal information strictly confidential.

Job Requirements

  • Bachelor's Degree in Procurement, Electrical Engineering or any related field
  • Proven experience in electrical product procurement is preferred.
  • Experience working within the procurement department of a contracting company, specifically electrical or MEP contractors would be a distinct advantage.
  • Strong knowledge of electrical materials, equipment, and suppliers in the market.
  • Solid understanding of procurement procedures, contractual terms, and supply chain management.
  • Excellent negotiation, communication, and analytical skills.
  • Proficiency in MS Office (Excel, Word, PowerPoint) and procurement software.
  • Ability to work under pressure and meet tight deadlines.
  • Strong organizational and multitasking skills.
  • Fluent in English
